What Alabama asks for

Each point below is followed by the state's own words, so you can check it against the source.

How to file

Tier II must be filed electronically, through E-Plan or EPA's Tier2 Submit.

“The Alabama Emergency Response Commision requires all facilities operating in Alabama to electronically file their Tier II reports using either E-Plan or Tier2Submit.” source

How to file

A Tier2 Submit file is emailed to al312@adem.alabama.gov, with the facility name, the filing year and the facility Master ID in the subject line.

“After passing validation, send the exported .t2s file to al312@adem.alabama.gov with following information in the subject line: facility name, the filing year, and facility Master ID Number.” source

Fees

Filing a Tier2 Submit file costs nothing; E-Plan charges a fee for its service.

“Tier2Submit can be used to submit data electronically with no cost.” source
“There is a fee associated with this service.” source

Who gets the report

The electronic filing covers the AERC; ask the local fire department which format it wants.

“Contact the appropriate fire department to verify what format they require.” source
“The AERC - Electronic submission to ADEM of the Tier II report using E-Plan or Tier2Submit will fulfill this requirement.” source

State-specific rule

Alabama adds a required state field: the facility's ADEM Master ID.

“Whether you plan to submit via E-Plan or Tier2Submit, you will be asked to input a Master ID Number in the State Required Field.” source

The federal rule underneath

EPCRA section 312 applies to a facility that the OSHA HazCom Standard requires to keep an SDS for a hazardous chemical present at any one time at or above 10,000 lb, or at or above 500 lb or its threshold planning quantity, whichever is lower, for an extremely hazardous substance (40 CFR 370.10(a)). The report covers the previous calendar year and is due March 1 (40 CFR 370.45). Where Alabama's rules above are stricter, they apply on top.

The full federal picture, Tier I versus Tier II, counting and penalties, is on the EPCRA Tier II hub. The list that feeds it is the chemical inventory.

HazComFast keeps each jobsite's chemical quantities next to its safety data sheets and exports the Tier II data as an Excel workbook, a CSV file and a PDF summary.
