How New York Enforces 29 CFR 1910.146

New York operates an OSHA-approved state plan (New York State Department of Labor (PESH)), but it covers only state and local government employees. Private-sector construction employers in New York are inspected by federal OSHA, which enforces 29 CFR 1910.146 directly using the federal penalty maximums.
