What does a compliant HazCom program actually require?
Five things: a written program (1910.1200(e)), labels on containers (f), a safety data sheet for every hazardous chemical (g), employee training (h), and a list/inventory of the hazardous chemicals you have. Construction adopts the same rule through 29 CFR 1926.59.
Do small employers need a written HazCom program?
Yes. Any workplace where employees may be exposed to hazardous chemicals must have a written program — there is no small-business exemption from HazCom itself (unlike some recordkeeping rules).
When does HazCom training have to happen?
At initial assignment, and again whenever a new chemical hazard is introduced into the work area. Training must cover the hazards, the labeling system, the SDS, and protective measures — keep a dated sign-in as proof.
