What's the very first step?

Build the chemical inventory. Everything else — the written program, labels, SDS collection, and training — keys off knowing which hazardous chemicals are actually on site.

Do I need a separate program for each site?

The written program must reflect each workplace, but you can use one master template and document the site-specific details (where SDSs are kept, who's responsible). Multi-site employers usually keep a core program plus a short site annex.

How long before the program is 'done'?

A working program in an afternoon; keeping it current is ongoing. Update the inventory and retrain whenever a new chemical hazard is introduced into a work area.
