Why this workflow

On a shared site, a hazard you didn't create can still become your citation. OSHA's multi-employer policy lets it cite controlling, exposing, creating, and correcting employers — so 'it was the sub's tool' isn't a defense for a general contractor. Frequently asked questions

I'm the GC and my own crew wasn't exposed — am I safe?

Not necessarily. As the controlling employer you have a duty to exercise reasonable care to detect and prevent violations across the site, and can be cited even when none of your own workers were exposed.

How do I share HazCom information with other employers on site?

1910.1200(e)(2) requires you to give other on-site employers access to SDSs, your labeling system, and the precautionary measures during normal operations and emergencies — and to document that you did.

What protects me if a subcontractor won't cooperate?

Documentation: a responsibility matrix, written requests for their programs, SDSs, and training, and a record of your own inspections. That evidence shows reasonable care even when a sub falls short.
