Why this workflow
An exposure problem is a measurement problem first: you can't pick the right control or PPE until you know the dose relative to the limit. This workflow quantifies silica and noise against their PELs and action levels, then selects controls and PPE for whatever exposure is left.

Frequently asked questions
Do I have to monitor, or can I just use Table 1?
For listed silica tasks, fully implementing Table 1's specified controls lets you skip exposure assessment for those tasks. Off-table tasks require the performance option — air monitoring against the PEL and action level.
What triggers a hearing conservation program?
An 8-hour noise TWA at or above 85 dBA (the action level): monitoring, hearing protectors, annual audiograms, and training are then required, even though the PEL itself is 90 dBA.
Controls help but don't get below the limit — now what?
Follow the hierarchy: engineering and work-practice controls first, and where they aren't sufficient, respiratory protection or PPE under a proper program. PPE is the last layer, not the first.
