Is the environment pictogram required?

No. GHS09 is part of the GHS but is not required under OSHA's Hazard Communication Standard, 29 CFR 1910.1200; environmental hazards fall to other agencies.

Do secondary containers need pictograms?

Not always. A workplace container may carry the full label elements, or the product identifier with words, pictures, or symbols giving general hazard information (29 CFR 1910.1200(f)(6)).
