What this covers
A respirator program under 29 CFR 1910.134 is more than handing out masks: it requires a written program with a program administrator, a medical evaluation before any fit-testing or use, fit testing, and training — repeated at least annually. Even voluntary respirator use carries obligations (Appendix D). This pack builds the program, the medical questionnaire, the fit-test method choice, and the fit-test log.

Frequently asked questions
Does medical evaluation come before fit testing?
Yes. A worker must be medically cleared to wear a respirator before fit testing or use — the Appendix C medical questionnaire (or an equivalent exam) is the first step, reviewed by a physician or other licensed health care professional.
How often is fit testing required?
At least annually, and also whenever there's a change in respirator facepiece or a physical change in the user (weight change, facial scarring, dental work) that could affect the seal.
When can I use a qualitative fit test instead of quantitative?
Qualitative fit testing (QLFT) is acceptable for negative-pressure air-purifying respirators used at assigned protection factors of 10 or less. Above that, OSHA requires quantitative fit testing (QNFT).
