What this covers
EPCRA (the Emergency Planning and Community Right-to-Know Act) requires facilities that store hazardous chemicals above threshold quantities to file a Tier II inventory each year with the State Emergency Response Commission, the Local Emergency Planning Committee, and the local fire department — due March 1. This pack screens your storage against the thresholds and builds the Tier II inventory worksheet.

Frequently asked questions
What are the EPCRA Tier II reporting thresholds?
Generally 10,000 pounds on-site at any one time for a hazardous chemical that requires an SDS, and the lower of 500 pounds or the Threshold Planning Quantity for an Extremely Hazardous Substance (EHS).
When is the Tier II report due?
By March 1 each year, covering chemicals present above thresholds during the prior calendar year. It goes to your SERC, your LEPC, and the local fire department.
Is EPCRA an OSHA requirement?
No — EPCRA is administered by the EPA (40 CFR 370), not OSHA. But the underlying chemical inventory overlaps heavily with your HazCom list, so it makes sense to maintain one master inventory that feeds both.
Planning aids only — not legal advice. Confirm every determination against the current OSHA standard and your State-Plan's rules.
