What OSHA actually requires (and what these tools help with)

Software does not make you compliant — the Hazard Communication Standard does the requiring; the tool just helps you meet it. For construction, HazCom is enforced under 29 CFR 1926.59, which adopts the general-industry standard 29 CFR 1910.1200 in full. Both HazComFast and SafeTec are ways to satisfy parts of that standard — primarily the obligation to keep safety data sheets readily accessible to employees during each work shift under 1910.1200(g)(8), plus container labeling under 1910.1200(f) and employee training under 1910.1200(h).

The practical difference for a contractor is access in the field: a basement, tunnel, or rural pour with no signal still has to provide that “readily accessible” SDS. That is the gap an offline-first tool is meant to close, and it is the core of this comparison.
