What OSHA Cites in Injury Logs, FY2025 https://hazcomfast.com/osha-data-research/what-osha-cites-in-injury-logs Source: U.S. Department of Labor, OSHA enforcement data, violation and inspection tables (apiprod.dol.gov/v4), extracted Oct 27, 2026. What is counted An item is one line of an OSHA citation: one standard, usually one paragraph, in one inspection. The files count items issued from October 1, 2024 to September 30, 2025 (FY2025). Deleted items are left out, and each item is counted once by inspection and citation number. Federal OSHA and the State Plans are counted together. An item counts under a federal number of 29 CFR part 1904, Recording and Reporting Occupational Injuries and Illnesses. Items that California, Washington, Oregon and Michigan cite under their own recordkeeping and reporting rules count under the part 1904 section their rule corresponds to, read in each state's own text on Oct 27, 2026 (column state_rule_items). The trade is the first four digits of the NAICS code on the inspection. Files sections.csv each part 1904 section cited: items, inspections, items under state rule numbers, penalties paragraphs.csv each part 1904 paragraph cited under a federal number, with its heading or first words in the eCFR trades.csv each four-digit NAICS trade with one item or more state-rules.csv each California, Washington, Oregon and Michigan rule number counted, as recorded in the data, the part 1904 section it is counted under, and the rule numbers left out with the reason Opening the files The CSV files are UTF-8 with a byte order mark, so Excel opens them directly with the right characters. Columns items citation items inspections inspections that carry one or more of those items share_pct share of all the items of the study small_establishment_items items at establishments with 1 to 20 employees, as recorded on the inspection initial_penalties_usd sum of the initial_penalty field, the penalty as issued current_penalties_usd sum of the current_penalty field as recorded on the extraction date median_..._per_penalized_item_usd median of the items whose amount in that field is above $0 Limits These counts describe inspected establishments, not every employer. A citation is OSHA's allegation until it becomes a final order. FY2026 is not used: it is not complete in the Department of Labor's data. Rule numbers of the four states that could not be read, or that are not recordkeeping rules, are left out (state-rules.csv lists them). The size is the number of employees at the inspected establishment. The partial exemption of 29 CFR 1904.1 counts the entire company over the last calendar year, so the files cannot tell which employers were exempt. No establishment is named.
